What is a minimum standard?
The minimum level (of service) to be attained in humanitarian assistance
(Sphere handbook).
The Standards are based on the principle that populations affected by disaster have the right to life with dignity. They are qualitative in nature, and are meant to be universal and applicable in any operating environment.
The example here is a qualitative standard that specifies the minimum levels to be attained in the provision of water and sanitation responses.
